Dilemma of recovery new gas connections

Shahiduzzaman Khan

Confusion to new gas connections giving customers is still maintaining. Prime Minister's energy advisor Tawfiq-e-Elahi Chowdhury has, on the one hand, the new gas connections to domestic consumers now ruled out. Petrobangla of Chairman Hussain Monsur, on the other hand, explains, the Government should start a gas to domestic consumers now.

Mr Chowdhury will the Government should focus on the delivery of gas and power plants, fertilizers, thinks plants and industrial units before the recovery of the domestic gas connections during Mr. Monsur, that makes no sense but only on power plants. He said the use of domestic consumption of gas is not more than 10 million cubic metres per day (Mmcfd), and because the gas production has exceeded the projection, which is now stage for the provision of new connections for customers.

There are several reasons for the people confused award ceremony at Hotel Sonargaon in the capital last week are arranged personnel in the same session on the occasion of a certificate of this inconsistent statements from important decision-making. One wonders, who tells the truth! A part of the media, referring to a recent meeting the high officials of the Ministry of energy with the Prime Minister, reported that the Government was considering to withdraw the prohibition of new gas connections.

The Government had suspended to new connections industrial consumers of the July 21, 2009 and households as of 13 July 2010 on gas supply deficiency type. Earlier, the authorities said that they would resume to give new connections, when gas production more than 2200 Mmcfd scale. On June 30 this year, the gas production reached 2.201 Mmcfd 2,239 Mmcfd and now averages. If the Government now wants to redeem its promise on the resumption of domestic gas connections, then what is the problem? Because gas production is increased to the desired level, why is the Government still reluctant?

The Petrobangla head said, at that gas is approximately 17 Mmcfd expected to be added to national grid after resumption of production in the new gas field at Sangu. This week, gas was delivered 2200 Mmcfd, as both the production and delivery have increased recently by setting up a compressor at Muchai in Habiganj. Gas supply fertilizer factories, but power generation in a bid remained for several months as the Government diverted gas supply to power stations, additional power demand irrigation season hit to increase and the holy month Ramadan exposed.

Is the supply situation encouraging gas so why the domestic connections are interested in the energy consultants do not have the recovery? The Government certainly deserves an appreciation for the inclusion of a number of pragmatic steps to improve the capacity of the State BAPEX for more gas exploration and production. The authorities expect adequate gas soon from the newly-discovered gas fields such as Sunetra and Srikail.

Currently, the country produced 2,200 Mmcfd gas. 55 Percent of the total production is power plants, 16 percent of industrial units and 10 percent on fertilizer factories supplied. The discovery of a modest gas reserve in a Sangu well in the Gulf of Bengal, a positive sign very soon therefore gave more power. All indications suggest that there would be no serious problems, if domestic and industrial gas connections have been resumed.

Although the Government continues ban on for the last three years, illegal connections to many candidates randomly in exchange of speed money received. A section of Titãs gas officials and employees are allegedly involved in these illegal activities. During the three-year ban, at least 0.10 million illegal domestic gas connections were allegedly given city in Dhaka. According to reports, 3 billion, an estimated at Titãs accounts filed by illegal gas consumers a huge sum money, TK. The testing, not where track teams of such money came as there is no record of such consumers. In this way, the Government will lose a huge amount of money than taking.

In the meantime the Government is considering the price of natural gas for domestic consumers meet the rising costs of hydrocarbon exploration and gas purchase and to reduce to increase waste. The energy consultants allusions to such a move, recently said, prices for household consumers gas much lower than that of other fuels were used. Petrobangla has therefore proposed the prices increase to TK 800 per month from TK-400 for single-burner gas stove and TK-1000's of TK-450 for a double flame-cooker. However Bangladesh Energy Regulatory Commission (BERC) will soon hold a public hearing in the presence of interest groups and the media before establishing such hikes.

Experts say that it not only justified to raise prices in the areas, where residents receive only gas for four to six hours a day. The Government about the possible effects on the production of units should look for industrial users. The small and medium-sized enterprises (SMEs) could see their competitiveness, dented, if gas prices be increased. There is also to reduce a necessary improvement in the supply side management to shrinkage of the utility. Only higher prices as a way, at the same time the pressure on subsidies will not work.

The effects of such prolonged ban on household and gas connections is huge. Housing companies are committed not in the position of the readied apartments to their customers. Rent house in the capital increased significantly due to lack of apartments. Industrial growth is impeded. Foreign investors do not come in a big way. The authorities are to take otherwise not human misery into account.

New homes and industry for gas desire are in the midst of so much wait. And it is the right time to record it immediately again.

B' b'desh highest financial risk of natural disasters

Nizam Ahmed

Bangladesh is the highest financial risk from the threat of natural disasters such as floods, earthquakes and hurricanes, British risk analysis organization Maplecroft said Wednesday.

In addition to Bangladesh five other Asian Schwellenländer--the Philippines, Myanmar, India, Viet Nam and Laos-the similar threat due to high exposure of their cities face and trading hubs, to natural disasters the international think tank on natural disasters said.

And ranking of the Maplecroft include Haiti, the Dominican Republic, Honduras to the nine top countries with the highest financial risk by possible natural disasters, according to the risk of natural hazards - 2012 put together.

Bangladesh top the list, followed by the Philippines, Dominican Republic, Myanmar, India, Viet Nam, Honduras, Laos and Haiti.

Bangladesh is the most vulnerable, natural disasters, as it is destroyed by floods, storms or hurricanes, the hundreds of people and damage almost every year kill crops worth millions of dollars on average.

"But luck is that no serious natural disasters in the last three years," said officials of the Ministry of food and disaster management.

These nine countries have threatened also poor ability, significant disaster recovery is likely to cause a disturbance of the market with poor investment and supply chain.

The head of maps and indexes Helen Hodge said "high exposure to natural hazards in these countries are still aggravated due to a lack of toughness compared to that to combat effects of a disaster, a should," maplecroft.

"Given the exposure of the most important financial and manufacturing centers, the occurrence of an event most likely would significantly affect the economic performance of these countries, as well as foreign entrepreneurs have."

Maplecroft research showed that it leads other risks such as social unrest, food security, corruption and rule of law itself to increased political, could exacerbate.

High level of economic exposure, coupled with weak capacity, means that the effects of a major natural disaster would be likely to feel ratings in these countries.

The resulting impact in the five growth of the Asian economies would not only include interruptions of their national economies, but also the operations and supply chains of many of the largest companies in the world to invest in these places due to its significant growth opportunities.

Effects in these exposed Asian countries are raised by their economic fragility, the think tank, said.

Some of the highest risk countries have significant economic outputs, but they are great life, poor communities, of which many marginal areas such as flood plains, leaving constituent workforce increased risk and without the necessary resources, to an event as a result recover operated.

According to Maplecroft, these countries may years ' back from an event on a similar scale to the Japan earthquake legs ' make.

A year after the largest earthquake ever recorded the Japanese economy's economic performance has back seen prior to the event levels and growth forecasts.

The effects on countries with less resistance than in Japan occupied the 2011 floods in Thailand wiped off, but damaged infrastructure, which not yet, almost a year after the event is resolved not only 9.00% of the country's GDP.

The floods also affected the operations and supply chains of multinational companies, with the automotive industry and ICT made most difficult sectors - manufacturers of hard drives were only two-thirds of the demand in the last quarter of 2011pushing prices to meet up to 55 percent.

"Increased as the global influence of the emerging economies;" "The importance of their inherent natural hazards-exposure wider and deeper global impact will have", said a friend Helen Hodge.

"The test for emerging and developing countries is a stronger capacity, susceptible to create the challenge of exposure environments." "Otherwise their ambitious economic growth is risk if hit the inevitable natural hazards."

Last year was the most expensive 12 months on record for natural disasters, costs US$ 380 billion (? 242 billion), who said think tank.

The main reason for the tip was that earthquake and the tsunami, which struck Japan in March 2011, which was estimated $210 billion cost, Maplecroft said.
