Move certificate to stop fake bids in progress, APS

A movement in progress, check counterfeiting of GSP (generalised system of preferences) certificate and avert the risk of abuse of the system of exporters from third countries, officials said Friday.

"We are trying, fraudulent activities, which are some unscrupulous businessmen, calling at our image, to stop, as well as business interests," EPB Director General of the textile cell Amir Hossain said the vu.

He said that the European anti-fraud office the idea of a fraud prevention team is taken from. "Last January a three-person team of EPB attended an international seminar in Kuala Lumpur, in which the plan of the formation of the Committee was submitted."

"Efforts are to prevent the fraudulent activities," he added.

The team will bring the NBR database with the database system integrated management licensing (SIGL) EU legislation if it suspected irregularities in APS documents and one report the EPB head for the required actions.

The Committee have the power to visit all garment factory to examine at any time any claim of GSP certificate spoofing.

It calls the BGMEA (Bangladesh garment manufacturers and exporters Association) and the BKMEA ((Bangladesch_Strickwaren_Hersteller_und_Exporteure_Association) action against the factories of GSP certificate fraud involved.)

The GSP is a system that offers preferential access of developing countries products on the European market through reduced tariffs of the European Union (EU). The least developed countries (LDCs) enjoy the plant regulation "everything but arms' of the EU.

Some unscrupulous businessmen from Bangladesh are involved allegedly in APS counterfeiting, which the third country were (developed) to the EU market export certificate. Only a few selected developing and LDCs are entitled the plant export own were to enjoy.

Now have EU officials before recently analysis more than five hundred items of clothing, from a third country, that were exported with Bangladesh as its origins in their markets by 2010.

The items of clothing with fake GSP certificates were exported, from China to the European market that written document, shows the Government.

A team of EU fraud officials attended to explore before recently Dhaka to fraud. The team visited the EPB Office, to determine whether all dubious documents from the State export promotion agency been issued. Also visited the Office of the BGMEA and the Bangladesh textile mills Association (BTMA) and some clothing factory officials interviewed.
